Co-design methodologies and the integration of Smart Innovation Packages Deadline: 15 September 2026

The SMART ERA Second Open Call for Follower Micro-Pilots is now open. This cascade funding initiative supports rural communities and organisations in co-designing and deploying Smart Innovation Packages (SIPs) that address local socio-economic and environmental challenges through digital and non-technological innovation.Up to four Follower Micro-Pilots will be selected to replicate the SMART ERA methodology in new rural regions. Selected projects will identify local needs and co-create tailored innovation packages together with rural communities, combining digital technologies with innovative business, governance, and social approaches. The call aims to strengthen rural resilience, support the green and digital transitions, and demonstrate the replicability of community-led innovation across Europe.

Who can apply? 

The call is open to legal entities established in EU Member States, Overseas Countries and Territories, or Horizon Europe Associated Countries. Applications may be submitted by individual organisations or by consortia.

Consortia must include:

• a Community Activator, responsible for engaging local stakeholders and communities; and

• an SME or technical provider acting as Pilot Orchestrator, responsible for implementing the innovative solution.

Projects must be implemented in eligible rural “Follower Regions” located within one of the four EU Macro-Regional Strategy areas (Alpine, Baltic Sea, Adriatic-Ionian, or Danube), excluding the original SMART ERA pilot regions.

Funding

The call will support up to four projects. Selected applicants will receive:

• up to €90,000 per consortium; or

• up to €60,000 for an individual applicant covering both roles.

In addition to financial support, successful applicants will participate in a 12-month mentoring and support programme, including onboarding, community mobilisation, and deployment stages.
