At a time of growing ecological, social, and economic pressures, this policy brief offers an actionable roadmap for aligning EU governance with sustainable and inclusive wellbeing, demonstrating how institutions can be repurposed to prioritise human needs and planetary limits, and move beyond GDP-centred policymaking. Our ToBe’s latest policy brief, “Time ToBe transformative: Guiding Europe towards sustainable and inclusive wellbeing” synthesises our 3-year long research to provide a clear, actionable roadmap for aligning EU governance with the principles of sustainable and inclusive wellbeing. It argues that Europe can achieve resilience, fairness, and prosperity within planetary boundaries, but only if we reorient policy goals, fiscal rules, and indicators toward these objectives.

The European Commission’s recent Strategy on Intergenerational Fairness (2026) warns about the costs of inaction: without long-term thinking and preventive policies, ecological degradation, social inequities, and economic instability will continue to accumulate. Our brief adds to the Commission’s work by demonstrating how existing institutions can be repurposed to prioritise human needs and planetary limits over GDP growth and offering concrete steps to embed these principles into EU policymaking.

At a time when Europe faces interconnected ecological, social, and economic pressures — and as discussions on the next Multiannual Financial Framework (MFF) shape the Union's long-term priorities and investment choices — the need for transformative policymaking has never been more urgent.
